This photo? Also from The 2007 Annual Gathering. What's happening here, there was a double panel instituted for the band contest, eight judges. No possibility of a tie. Think again. Here we have most of the judges, chief steward, scorers etc. all trying to figure out how to handle a tie. They had gone through all the listed tie breakers and still it was an impasse.
